Proposed Backyard Hen Program Details
The proposed Backyard Hen Pilot Program would run for a period of three (3) years with a maximum number of twenty-five (25) licenses issued for the keeping of Backyard Hens with the following requirements:
Number of Hens
Each property would be limited to four (4) backyard hens and roosters would not be permitted.
Hen Coop Requirements
All hens must be provided a coop and hen run, no free range hens would be permitted. Coop and Hen run would only be permitted in the rear yard.
a) Coop Size Requirements
The minimum size requirements for a hen coop would be 4 square feet per animal or a minimum coop size of 16 square feet for the keeping of 4 hens.
b) Hen Run Size Requirements
The minimum permitted size of the hen run required would be 10 square feet per animal or 40 square feet for the keeping of 4 hens.
Required Setbacks
3 metres from and downgradient of any well location to avoid water source contamination;
3 metres from any private sewage system;
3 metres from rear and side property lines;
Hen coops and/or runs are prohibited within the intake protection zone or well head protection area with a vulnerability score of 10 as defined Water Source protection mapping; and,
Maximum of 3 cubic feet of manure storage permitted in a fully enclosed container.
Applicants would also need to provide the following:
Proof of vaccination for all backyard hens;
Confirmation that they have read and understand the Ministry of Agricultural Food and Rural affairs have publications and education for new chicken owners; and
Confirmation that they have read and understand the resource kit distributed by the Ministry of Agricultural Food and Rural Affairs entitled Biosecurity-Recommendations for Small Flock Poultry Owners.
Public Consultation Opportunities
A resident survey will be available until November 15, 2024, followed by a Public Meeting to be held at a future Regular Council Meeting.

There is lots of background work that must be undertaken to implement a program such as the Proposed Backyard Hen Pilot Program, to ensure the program will work for residents and comply with provincial and municipal legislation.
